Why does my iPhone always take a picture of my face when I take a selfie?

When my face is centered in the screen and I take a selfie, the flash goes off, even when it's not turned on. When I look at the picture it's a picture of my face with a white dot in the center that looks like it's lit up. Is this a flaw or is it supposed to be like that?
