It is a large city. Even the most basic actions take hours of work and thousands of miles of travel for the ones and zeros. For example, when you upload something to youtube, a couple of zeros have to run the video up there. This causes a lot of delays. The residents of the internet struggle to find employment when everything moves so slowly. Newer, faster residents like the fiber optic elves are taking thousands of jobs. The internet is crumbling.
