What's the source of that 'Fishing for compliments' coding meme? I'm trying to find out so I can get to the root of the joke.

There was a meme that appeared on Chambers's front page last night, it featured a man fishing a compliment out of a river by stating 'The water is so cool'. What is the source of this meme? Hopefully once I trace the origins I can find out what inspired it, and figure out the point of the joke.
