Tinfoil: Does the US government purposefully place cocaine in certain neighborhoods or cities to reduce/stop riots?

I live in a very affluent neighborhood's next to a black trashy neighborhood. And the difference between the two is night and day. I'm no racist, but its undeniable that the black neighborhood is literally infested with crime, homelessness, etc. While our neighborhood is gated off with nearly zero crime rate. I tried doing some research but couldn't find much. I'm wondering if the US government puts certain drugs in certain areas, such as cocaine in this neighborhood to cause it to rapidly decline. Any thoughts/advice on research would be greatly appreciated.
