What would be the world's moral stance on cloning a brain dead child?

The idea is simple. Say with today's technology we could clone a human and move a human mind/consciousness/brain into said clone. We could simply clone a child that has been in a coma their entire life. If they are brain dead, the clone would be brain dead as well so the moral dilemma is out of the way. Clone them and put their consciousness in the clone and voila, a child that wasn't going to have anything resembling a life is now able to have one. <br><br>The problem now is the majority of brain dead children. There is simply too many of them to clone them all right? So a small group of people would have to decide who gets to live and who gets to die. Who would be on such a council? Scientists? Doctors? Philosophers? Religious leaders? What makes one brain dead child more important than another? What if we have the ability to clone but not to move the consciousness into the clone immediately? Now we have to figure out how to keep the child alive until the technology is developed. <br><br>What are your thoughts on such a concept? If you think this is already an example of something that has been posted before, please show me so I can build off of those discussion.<br><br>Edit: I forgot to add that we also have access to a virtually unlimited clean(ish) source of energy. A combination of fusion and solar power has virtually eliminated any worry about energy.
