Why did the Khmer Rouge evacuate cities?

Pretty much the title. It doesn’t make sense to me. They wanted to be an agrarian society but evacuating cities would have just meant the death of skilled workers. Like doctors and engineers. And when they used these workers on projects like the S-21 why did they end up killing them afterwards?
