Would a polyamorous first cousin incest family be recognized as a natural healthy and polyamorous incest family?

So I'm from Argentina, and I have a neighbor who has a family consisting of three men, two of whom are first cousins. They are in a polyamorous incestuous relationship consisting of a father and son, and the father's first cousin. What I'm wondering is whether this polyamorous incest family would be recognized as a natural, healthy, and polyamorous incest family.
