How come the rules of this sub aren't for everyone?

Sorry to be a dick again, but I just don't get why some of the rules on this sub don't ever seem to apply to certain people. For one example, people who post often make the excuse that "it's not the way it looks" or that they're not responsible for teaching the rest of us about these topics. I'm sorry, but don't posts have to be "to the point" and in detail? I'm not trying to be critical about everything or anything, I'm just new here and wanted to know what the point is of this sub if the rules aren't enforced consistently.
