$500 PER MONTH?

Every now and then I hear some news headline that someone had a bad experience with a rent control law. The headline always goes something like $400 PER MONTH? or $600 PER MONTH?<br><br>Every time I see this as if the rent should cost more than $500 per month. Is this just my imagination?
