How did the Biden administration just seemingly stop this recession with one vote?

On Thursday, there was a Biden administration vote that reversed a rule instilled by Trump and it seemed to have stopped this pending recession that we were likely headed for on Friday. I'm not trying to be partisan this is just what happened. It makes no sense whatsoever.
