Do people saying “I’ll text you” after meeting for the first time always actually text?

Just a curious question. I know people say “I’ll text you soon” as a nice thing to say, but a stranger said “I’ll text you in a few days” last week and now I’m wondering if it was just being polite or if I should actually expect a text from them.
