What the hell is blackpill anarchy?

I assume it's having anarchic government structure in a society but I don't understand how they would distribute blackpill ideas. It's pretty much just propaganda except the propagandist doesn't have a state to use propaganda but I still don't get how this is morally or politically different from just any other society except the lack of government.
