Would Night Night, Night, from "Inside Out" make a good movie villain?

I don't have any concrete examples, but I feel like a similar villain in the movie would be terrifying to watch. "Night Night" is the manifestation of the collective fears of children. A group of executives are Night Night, and these executives do everything in their power to keep children's fears in check, so that their Night Night doesn't grow overly powerful, and in turn their collective Night Night stays equally weak.

I know a lot of movie monsters are manifestations of collective fears, but I hope this has a slightly unique spin on it, and would at least be terrifying to watch. "Night Night" from "Inside Out" is one of the scariest characters I've seen in a Disney movie, and I think that it would make a captivating movie villain.
