Every dub I've ever seen, the original voices always sound better

This is a semi-braindead issue, but it bugs me.

I'm a native english speaker and I never understood why they'd change the original voices of an animated film for dubbing. Take Balto as an example. You could tell it was obviously animated dub, but it was fine for a film. The original voice actors didn't have dubbing. That's what dubbing was. The original voices were the only original voices. There is no dub original voices. dub is just a dub. The original voices are the original voices. There is no dub.

But, I noticed on Dinosaur, where the voices are already in english, they changed the voice actors. It was the same for Shrek. Donkey's voice is slightly different in the international dub. It was the same for Balto, where they changed the voice actors again for the international dub. I don't think they changed it for Shrek 2, but I haven't seen that in a while.

It's been a long time since i've seen Balto, and it's been a while since i've seen Dinosaur, but I don't remember noticing it when I first saw those. So I'm not sure if they've been dubbed over. Because the original voice actors were perfect for Balto, and the voice actors in Dinosaur were fine as well. I don't know if they've been dubbed over, but that's what I'm thinking about. If they were dubbed over, then why? What did they think they were going to achieve with this?
