The dude obviously has dementia and what's worse is his staff throws him out in front of reporters and expects him to give coherent answers or something. A lot of times you can tell he's trying to read off the cards but forgets what he was saying mid sentence. Then he'll go off on some random tangent about something completely unrelated.
