I want to make a world where magic is fueled by a special mineral called "Lumina". How does it get around?

Basic idea is that magic is fueled by a mineral called Lumina, but this mineral is a gas, and the gas is dispersed throughout the air around the world. I want there to be two types of magic, one which uses the gas in the environment to fuel magic, and one that uses Lumina that's currently inside you. This second one should be more common, because there is a limited amount of Lumina in the air, and it's widely distributed. Using the gas in the environment should be more rare, because it's harder to get to. This makes it so that people can't use magic to fly around, but a character could still have magical wings if they wanted them, provided they can keep them running on internal fuel.<br><br>So this gas is widely distributed and rare, and there is a limited amount. I need this gas to be able to be moved around, so that it's not just static in the environment. Also, I need it to be widely distributed so that magic can be used everywhere, and magic that uses the environment is rare, and I need there to be a limited amount of it so that magic isn't overpowered. How can I make it so that this gas is moved around so that it's widely distributed, but still rare?
