How is it legal for google to say "we can't find what you're looking for"?

Any time I look for drugs online google always returns no results and says "we can't find what you're looking for." That's not true, they just don't want to show it to me. Any drug I search for the first result is always Wikipedia saying that it's an illegal drug and you shouldn't do it and then the next few results are usually drug addiction hotlines or something along those lines. It's ridiculous to say that they can't find what I'm looking for when they obviously can, they just don't want to show me.
