Can I keep my job without keeping my phone connected to the internet?

I work as a train engineer for a short line railroad. Due to the nature of the job, we are prohibited from having our phones in our possession while we are working, so we lock them in our lunch boxes and keep them in our cabs.<br><br>Occasionally, we get drug tested after accidents. These tests are mandated by the federal government, and we are tested by a third party testing facility.<br><br>The third party testing facility wants all their train engineers to download their app and keep it open at all times, and give them permission to track our phone locations and activities.<br><br>I am not the only person who works at this railroad, and it wouldn't surprise me if other railroads were expected to do the same thing. How am I and all my coworkers supposed to keep our phones open to the internet and keep our phones disconnected while we work?<br><br>​
