How the f*ck am I supposed to memorize all these notes?

I have over 600pages in 1 subject (not even the only subject I have in the semester) and I still have a final exam next week. I’ve read through most of them twice and have watched the teacher's video lectures but the notes are really hard to summarize. I already made flash cards of all the important terms but the rest is so damn confusing. What do I do to properly memorize them? I know there's stuff on YouTube about the pomodoro timer and stuff but what do I do after that? I want to memorize them so I can make practice questions to practice. Any tips will be appreciated, tia
