What makes something "moved" in the context of the movement to repeal the 2nd Amendment?

I see people talk about how the 2nd Amendment can't be repealed because it's already been "moved" by other laws, but I don't understand enough to put stock in it. What makes something "moved" in the context of repeal, and what laws would have "moved" the 2nd Amendment already?
