How would a country like India function with the population of a smaller city?

This is not the same question as "how would the world function with the population of a smaller city?", it is focused on just one country and the effects only within that country.<br><br>In this hypothetical scenario, India has the same land area and the government, infrastructure, transportation and economy fully built out but only 50,000 people. How would this work?
