Is it irrelevant that there's a labor shortage on one side and need for labor on the other, if the labor supply is uneducated and unskilled in the need?

This isn't necessarily an American issue, but the labor shortage in the US is on my mind. On the one side, there's a huge shortage of labor. On the other, a ton of people need work. Why are these two sides having so much trouble meeting in the middle, finding common ground, and making a deal? Is there a solution to this? Or are American workers just the labor supply that no one wants, because they are too stupid?<br><br>Is it fair to say that if the labor shortage was in the need for laborers, American workers would be desired? Or are they too stupid for that too?
