Men who have said something along the lines of "I wanted to get your attention" after being aggressive towards me.. Why do you do that?

To me it's such an odd way to get someones attention. I've had multiple men try and get my attention in an aggressive way with something along the lines of "you look amazing" or "hey, I like your hair..". I'm not saying all guys do this but I've found this to be a recurring thing.
