What if we made tourism a privilege instead of a right?

It may seem a bit random, but I thought of this when watching a documentary about Washington D.C. It made me a bit sad when I saw that people who wanted to visit were not allowed to enter because there was a line at the door. What if we made tourism a privilege that you actually had to earn or receive instead of a right? So everyone could go to the places we love to go, but not without meeting certain requirements.

I realize that not everyone can travel and that it is expensive, but if it were something that everyone had to earn, some tourists would be much more respectful of certain cultures and places. They would be much more proud of the places they have been to, more grounded and more appreciative of the countries they have visited.

It's a difficult topic, but if we all had to do something for the Earth to be able to travel, I think that would be great.

I hope this makes sense.

Edit: I don't mean that you can't fly and only have to walk/bike, but I mean that you can't just fly to any place you want to without any requirements. Maybe you have to volunteer for an organization, complete a certain challenge and so on. The only requirement I am talking about is actually just a small good deed. And it wouldn't be a good deed for the Earth to be able to travel, but it could be something for your neighbourhood or even your family. It doesn't have to be a crazy good deed or super difficult. Just to show appreciation for the Earth and to be proud of yourself and the places you have visited.

Anyway, thanks for the many comments!
