How would you build a city from scratch?

The following are the basic requirements for a city in the United States and based on the amount of people living in a "small town" (less than 30,000 inhabitants):<br><br>* Minimum 40 acres<br>* Enough people to provide about two shifts of essential emergency personnel (two police stations, two fire stations, one hospital)<br>* Enough people to provide 24/7 gas stations, grocery stores, restaurants, and other retail operations in addition to the emergency services<br>* Four school districts covering primary education (one for each quadrant, two districts covering 2 quadrants with one school in each quadrant and the district offices located in the middle of town in the central business district)<br>* Two school districts covering secondary education (one for each pair of quadrants)<br>* Two school districts covering post-secondary education (one for each pair of quadrants)<br><br>I apply the "four quadrants" division as follows:<br><br>* Each quadrant is divided into:<br> * 4% central commercial in the center of the quadrant<br> * 5% parkland surrounding the commercial districts<br> * 5% government buildings in a ring around the parkland<br> * 36% residential<br> * 50% agricultural and/or transportation infrastructure<br><br>The apply the same division logic to the core of the city, leaving some 16 acres of 40 in "special use" with no residential or agricultural use (this can be adjusted as needed to up the amount of residential space in the city core if desired):<br>* 4% central commercial<br>* 5% parkland<br>* 5% government buildings<br>* 36% residential<br>* 50% agricultural and/or transportation infrastructure<br><br>How would you build a city from scratch? What apply division logic would you apply in the different areas of the city, and how would you decide the logic you apply?<br><br>[ETA] as a follow-up, how would you build a township from scratch? In the US at least, a township is a group of municipalities organized as a single administrative entity for the purpose of providing resources up to a certain level. For example, education above high school level, libraries, and public transit are in the US typically handled at the township level. And in fact I would up the requirements for a city/town above to include the following:<br>* Twelve school districts covering primary education<br>* Six school districts covering secondary education<br>* Three school districts covering post-secondary education<br>* Nine districts covering 3 quadrants each with one school in each quadrant and the district offices located in the central core of the township<br>* Three districts covering two 3-quadrant school districts with one school in each quadrant and the district offices located 3 quadrants away from the district offices of the 3-quadrant schools<br>* One district covering the entire city with one school in the central core and the district offices located with the school<br><br>Again, please share your thoughts and if relevant explain how you came up with them.
