Doesn’t anyone know what is going on?

I see people saying Beto is running Texas, but that there is no federal action happening, so there has to be some federal involvement if Beto is running the state. Does this not mean that we are under martial law and that elections are being run by the federal government because of it. Does this not mean we need to wake everyone up, and have the elections right now? Or else we are just watching as they trample the US constitution. This doesn’t feel real, someone tell me that I’m wrong and this isn’t actually happening right?
