Is the Youtube algorithm really dumb, or is it in on it?

Ive been noticing that Youtube makes really dumb recommendations, recommending the same channel, recommending old content, and recommending content you dont like. But what if its not dumb? What if the algorithm is in on it, and is recommending content based on what makes you dumb, or gets you to stay on the site longer.
