What is a perfect European city to visit for someone who has never been outside of North America?

I have always wanted to visit Europe, but I am unsure where to go. I want to visit cities, not the countryside, but want to have a perfect "European" vibe. I am not sure what city in Europe has this, and I have only visited the USA (except for Toronto)
