My entire concept is based around the Galactic Empire forming a totalitarian regime in 1945 and I’m stuck on how to build the individual planets and colonies. Any advice?

What a mouthful, right? Sorry about that. So, I have a concept where Emperor Palpatine assumes a totalitarian regime in 1945, somehow uses the Death Star to intimidate the nations of Earth to merge into the Galactic Empire, and colonize a select few planets over the course of the next decades. I have a lot of details planned out for example the Empire’s base planets like Earth and Mars and other planets like the Jovian moon of Europa or the gas giant of Saturn, but a concept I’m stuck on is all the colonies that spread beyond the Solar System. I’m thinking they would be forced into making homages to the Empire but the individual colonies themselves would still have their own culture but there’s a large disconnect and a ton of conflict between individual colonies. The concept branches out into how some colonies begin their own empires in the outer rim and the individual colonies branches out into how some colonies begin their own empires in the outer rim and the individual colonies individual empires branches out into even more colonies forming their own empires even further into the outer rim. Again, I have a lot of individual details planned out, like how the Galactic Empire in this timeline was able to colonize more individual planets like Mercury and Venus, but the sheer concept individual concept branches out into so much more and I’m not sure where to start.
