What if the actual source of magic was climate change?

Imagine magic only being possible because the actual source of it is by climate change. a strange phenomena where the polar bears and their melting habitat is the actual source of magic. The sun, the ice, maybe other factors are what are the fuel that makes magic exist. Magic is fueled by the melting of ice caps which makes magic stronger and more accessible to more people all the time. However, this also means that magic will only exist as long as the ice caps exist. Once the ice caps are gone magic will be a thing of the past and all magic users will have to adapt to the non-magical world or risk losing their powers. It would lead to the rarity of magicians that don’t work for the govt or any other organization or business that the govt protects. They would be the only ones who control magic and use it as a tool to control people and the economy under the guise of “stability and order”. It would lead to an underground black market where the illegal magic users under the guise of revolutionaries or domestic terrorists by the govt.
