So my country and Japan had very similar economies in the 80's, how did they manage to stay this way and what can my country do to achieve similar results?

My country is Denmark and the focus is on our heavy industry and manufacturing. In the 80's we and Japan had very similar economies; mainly heavy industry. While we have survived relatively well, Japan is still flying high in heavy industry. They have not had the same shift to services that have struck the rest of the world. The focus on our heavy industry has stayed relatively stable, but we are now mainly producing machinery and windmills, whereas things like shipbuilding has been outsourced to other countries. We mainly export meat and machinery, whereas Japan still exports electronics, steel and cars.

What did they do differently that they have not shifted towards services, and what can Denmark learn from it?
