In my country at least, a teenage mother who decides to give up her baby for adoption is able to give a list of preferences regarding who adopts it, e.g. religion, smoking status, other kids in the home etc.

But if a child is removed from parents because of neglect or abuse, the case workers don’t care about anything other than making their job easier.

I know a lot of foster families who adopt kids in the foster care system a good people, but a lot of them are just in it for the money. They often have multiple room rentals, and adopt kids just to get more money per foster kid. If the foster kids are misbehaving and disrupting their Private rental business, or they get too difficult and require too much attention, they just ask to have them swapped with some other kid who is ‘easier’. These kids are often swapped around multiple times a year, from one shark-ish foster family to another.
