Majority of anime are now Ecchi...when did this happen and how did this get normalized?

I don't really remember this being much of a thing in the 90s and 2000s, but now it's practically everywhere. <br>I'm not at all a fan of this. I don't really want to see a breast jiggle with each movement or a random up skirt shot.
