Police in Canada were the first to give orders to not allow protesters to have food or fuel.... did they get the orders from the government or did they come up with their own orders?

I am still confused why the police were the first to give orders for grocery stores, restaurants and gas stations to not serve the convoy protesters that were peacefully protesting in Ottawa. I realize the police are a part of the government but did the orders come from the government themselves or did the police come up with the orders on their own?
