App where you can order food meant for homeless people from shelters

I know an app like this would be hard to make, maybe illegal who knows but the thought of it intrigues me. You see in my city they constantly order more food than they need and end up throwing it away. I know it isn’t ethical to deprive food from homeless people but if you can order it and pick it up. That food wouldn’t be wasted and the homeless wouldn’t have less food.
