In a world where magic and technology exist in equal measure, how do mages generally decide which of the two to use?

Magic is similar to a familiar system. You have your magic that you could wield at will, it has a set of skills and the like. It has levels and the rest, and your magic grows with you. There is no magic specialisation, and your magic cannot be taken away from you.<br><br>Technology is completely reproducible given the knowledge, and people who don't have magic can use it too as it is just a tool. A lot of places have magic and tech, but some only have magic.<br><br>Most of the world is at a mid 1800s level of tech. People generally use magic for labour and tech when they need to do things that magic can't. How do people decide which of the two to use for any given situation?<br><br>Edit: I'm looking for a general answer for most of the world.
