How can people say "Cleaners don't make much money" when talking about shoplifting

I've seen a lot of people claim "Cleaners don't make much money, it's probably not worth the risk". But... I work as a cleaner and I can tell you that the people who give a shit about their job, are catching items at a rather high rate. Like it doesn't matter, they're not gonna say "I ain't doing it because they don't pay me enough"
