Is it just me or is the strategy for tourist cities in the USA to not make it convenient to visit???

So I recently visited New Orleans and it was a nightmare to find a parking spot to eat lunch. I was prepared to pay a premium at the many lots in the city but it was one after another lot FULL sign. I finally found a spot after 30 minutes of driving around. I've had similar experiences in Nashville, Austin, and Las Vegas.

I should also mention that the strategy for parking appears to be to confuse and trick visitors by not having many options to pay. The kiosk doesn't take credit cards, the app is full of fake reviews or won't allow you to pay for parking, the machine takes credit cards but you have to enter numbers for your car that aren't obvious.

This is such a contrast to most cities in Europe where the parking is more convenient and easy to pay for. All the cities should get together and figure out a better solution.
