Is it normal for a publisher's office to be located in a creepy building, such as this?

I was considering publishing my novel to a very small publishing company. They seem nice and have their own office in a building. I'm a little worried to meet with them in person because I'm obviously not familiar with the place, and I get anxiety from going into different places. Today, I decided to drive to where their office is located, and I took a few photos.

They say the publishing company is located in a specific building, but doesn't list the floor they're on. I found the building with the correct address and looked it up. It looks different than this in person to me:

The building is right next to a run down gas station, separated from the gas station by some metal fencing. There are some wooden stairs on the right side of the office building, and you can access the doors from either the front or the side of the building. This is the front of the building and the front door, you can see the gas pumps behind it.

You can see the gas pumps in the photos in the previous post. In this photo, you can see the side of the office building. The gas pumps are on the other side of the metal fencing to the right of the building. I didn't want to go near the gas station, but I wanted to show this side of the office building.

There is a sign on this part of the building:

This is what it looks like if you go down the stairs, unfortunately they're now lost to my camera roll graveyard. This is the front of the front door:

These are the windows:

The building is right next to some other buildings. I didn't go inside their building, I don't think they're associated with the publishing company. There is a shopping mall down the street, so obviously it's not a sketchy neighborhood or anything, but I just don't feel comfortable going in here.

I felt really anxious, so I didn't stay long, and I didn't invest much time into taking photos. I didn't take photos of the other side of the building, or the location of the parking lot, or anything like that, so I apologize if that was important. But can a publisher's office really look like this?
