Toilet paper orientation - which side does it go?

I live in a shared house and there is a divided opinion on the orientation of the toilet paper. It currently hangs "over" but we are divided as to whether it should actually hang "under". There is no agreement and no one knows who is right. I am hoping Chambers will be able to clear this up.
