Does the People's Republic of China only care about economic, military and technological power and, therefore, only invests in projects that are related to those areas?

I had a discussion on another chamber where the main topic was the, People's Republic of China's efforts on reviving, the now, extinct species of the, woolly mammoth and the, giant panda species, the, giant panda (Ailuropoda melanoleuca) is an endangered species, but the, PRC government invests, a lot, of capital on, the breeding program of the giant panda, or so it seems.<br>The breeding program of the giant panda exists, since, the year 1958 and, the first successfully, captive-bred giant panda, was, born, in the year 1963.<br>I have, researched, the topic, but I could, not find the total amount of, money, that the, PRC government has invested, in the program, since, the year 1958.<br>The PRC invests, a lot, of, money, in the breeding program of the giant panda, so that the, giant panda population, does not, go extinct, like the woolly mammoths has, gone extinct.<br>Or does, the PRC government invest, a lot, of, money, in the breeding program of the giant panda, because, the giant panda is, a symbol, of the People's Republic of China and, also, one of the most charismatic, animals, on this planet and, therefore, the People's Republic of China wants, to keep the, giant panda alive?<br>However, I do not, understand, why the, PRC government invests, a lot, of, money, on the breeding program of the giant panda, but not, enough, money, on projects, that are more, important, than, the breeding program of the giant panda, like feeding, the, poor, people, of China and, housing, the homeless, people, of China.<br>In some, parts, of China, there, are, millions, of, people, that, live, in, extreme, poverty, and, millions, of, people, that, live, in, shantytowns, and, millions, of, people, that, live, on, the streets.<br>And, yet, the PRC government has, invested a lot, of, money, on, the breeding program of the giant panda, since, the year 1958.<br>And, the PRC government, has, invested, millions, of dollars, on, the, de-extinction, of the woolly mammoths, via, the gene-editing technology, CRISPR, since, the year 2016.<br>In the year 2016, the, Harvard, geneticist, George Church, announced, that, he, wanted, to, bring, the woolly mammoths, back, to life, via, the CRISPR-Cas9 gene-editing tool and, he partnered, with, the, biotech, company Colossal Biosciences, to, make, that, possible.<br>The woolly mammoths, went, extinct, 4,000, years, ago, unlikely, that the, biotech, company Colossal Biosciences, will, ever, bring, the woolly mammoths, back, to life, via, the CRISPR-Cas9 gene-editing tool, because, it, is, not, possible, to, bring, an,
