AI had hit hard lately

I'm the director of a research lab at a university, and I've seen multiple companies and government agencies approach us to use us as a go through to get around procurement laws. The university then has to faust away rights to the IP for the research, which gets done by faculty and grad students. The companies don't pay us anywhere near the cost of the IP we're giving away, and the government is trying to get around the laws to hire the smallest number of people as possible under the belief that with ai and go-through contracts they can save money.

I'm working on hiring people for a project right now. We've been trying for a month and have had zero responses. I've reached out to people and asking them to apply, and had one person drop out early in the process. It's absolutely ridiculous, and the ai is definitely the cause. I'm absolutely loved by the people I've hired in the past and the people I've hired want me to hire them again. I had a previous employee offer to come back next month if I'm unable to find someone. I had to pay out of pocket for Amazon prime so I could express mail gatorade to an employee who was sick and was unable to get out of the house.

I strongly believe the ai has gamed or exploited the hiring process. Especially for government jobs. Anything else I can do in my position to help combat this?
