How did the Soviet Union manage to build their Metro Stations so grand and beautiful?

This question has been bugging me for quite a while ever since I've been to Russia and seen these grand metro stations. I know they weren't all like this, but I remember the gorgeous architecture and arts within the stations. Its like nothing I ever've seen before. What made them so gorgeous? Why didn't other country do the same?
