Is consciousness Causality?

I just started reading Bernardo Kastrup’s work and I’m stuck on a very basic issue.

Consciousness is causally impotent; it doesn’t effect the external physical world. However, that doesn’t mean that it’s not causally potent. Free will is a perfect example of internal causality. For example, the thought “I’m hungry” can cause me to make the decision to eat something.

Kastrup implies that consciousness is still causal potent when he says that the external world can cause internal experiences. For example, looking at a red rose can cause me to experience the sensation of redness.

If the external physical world can cause the internal sensation of redness, then isn’t the external physical world causal potent? If so, isn’t consciousness still the effect?

I don’t want to strawman Kastrup, so I wanted to see if you all had any thoughts on this.
