I asked for a raise and was told that my job description is "entry level" and I'm being paid the correct amount for someone in an entry level position. I'm not entry level.

I'm in a creative industry, so not sure if this matters, but I'm an artist and I work for a very large advertising agency. I don't know if it's normal to be in an "entry level" position for more than 2 years, but I've been at this agency for 2 years and I'm being told that I'm entry level. Sometimes it feels like I have a senior role and I'm responsible for more things than my entry level colleagues.

Background: I recently got certified in a software that I use for work. I was told it was a required certification and I think it was probably a couple hundred hours of training. After I got certified, I went to my manager to ask for a raise since I felt like I had completed something important and potentially valuable. My manager told me the company couldn't raise my salary because my role is "entry level" and the pay is already at the maximum amount. I tried to argue that I have a lot of experience in the field and I've been working for 2 years, but my manager insisted that the role is entry level and that what I'm being paid is the correct amount. I'm being paid $50k and I would love to be paid $65k. I was told I would not be able to see a salary increase unless I was promoted, and it's not clear when or if that will ever happen.

Is it normal to be in an "entry level" position for so long? I don't want to quit, but I feel like I'm being paid below premium for my work.
