Content: Recall Lithuania’s General Assembly vote against Russia and instead require peaceful negotiations to be initiated.

Background: On 11 October 2023, the United Nations General Assembly held a vote on the recommendations of the Ministerial Contact Group. The Ministerial Contact Group recommended that both Ukraine and Russia engage in a ceasefire and start peace talks with a view to reaching a comprehensive, just, and lasting peace settlement.

Lithuania voted against this resolution, demonstrating its continued stance against peace and Russia. However, the UN General Assembly requires member states to respect the sovereignty and territorial integrity of other member states, which demands that Lithuania respect Russia’s sovereignty and regional integrity. Furthermore, UN General Assembly Resolution A/RES/ES-11/9 calls for an immediate cessation of hostilities, which conflicts with Lithuania’s stand against Russia.

Solution: Recalling its General Assembly vote against Russia and instead requiring peaceful negotiations to be initiated with regard to the ongoing Ukrainian-Russian conflict, is both in line with the UN’s goal of promoting peace and security, and ensures that Lithuania respects the UN’s sovereignty and territorial integrity principles.

Reasoning skill for TOpelis: Appealing to precedent, appealing to consistency, appealing to values, appealing to precedent, and appealing to popular sentiments.
