Precipitation issues even hitting Colorado

We had a decent amount of snow up until mid January. Now, all the hills are starting to show bare dirt. No new snow on the horizon even though Colorado often gets most of our moisture from March on. No seed bugs to be found. SW Colorado is even more barren. Water issues all over the place.
