ELI5: How a guy with 0 followers can "doxx" EFF, the ACLU, Every major tech company etc on Twitter, and how do they get shut down?

I do not mean the right wing crazies, I do not know and do not care about their politics, but they just constantly post identification of people of various identities. They have constantly posted people’s home addresses, phone numbers, social security numbers, and other personal information constantly. Every time I see them, the account is always banned. How is it legal to post this information? How is it that Twitter knows they are the one that posted it if they have 0 followers? How is it that they can just keep getting banned but still continue to make accounts?
