Does anyone recall in 1999, Bill Clinton was recruiting high school seniors to perform “community service” in return for fully paid college scholarships?

This appears to be a high school graduate draft in the works, and it can be implemented once the SHTF and there’s civil unrest. This appears to be a modern day draft for high school graduates, where they are forced to perform “community service” and in return fully paid college scholarships, and other perks. I don’t recall if this ever came into play, but the infrastructure is in place.
