New to the sub, new to the area. Why are these bugs so common? Has anyone tried to reduce their population?

I just moved into a new apartment, and there was an infestation. The landlord has had it sprayed twice, however all of these bugs are now coming out of the walls for air trying to escape the poison that has been sprayed. It’s disgusting. I’ve never seen anything like this before. Any idea how to get rid of them completely? Has anyone had luck with diatomaceous earth?
